Alabama
ALAlabama allows kei trucks to be titled and registered for on-road use with no special restrictions beyond standard vehicle requirements.
Alaska
AKAlaska permits kei trucks on public roads. The state has minimal import vehicle restrictions and no safety inspection requirement.
Arizona
AZSpeed: No highway use; limited to roads with speed limits of 45 mph or below
Arizona allows kei trucks but restricts them to lower-speed roads. Emissions testing is required in Maricopa and Pima counties.
Arkansas
ARArkansas allows kei trucks on all public roads with standard registration. Vehicles must be at least 25 years old to bypass federal import standards.
California
CACalifornia prohibits kei trucks from road use due to strict emissions (CARB) and safety standards. They may only be used off-road.
Colorado
COSpeed: Limited to roads with speed limits of 55 mph or below
Colorado allows kei trucks with speed-limited road restrictions. Emissions testing applies in the Denver metro area and other Front Range counties.
Connecticut

PASince December 2021, Pennsylvania does not issue standard on-road registrations for kei trucks. Owners may title and register them as off-road, farm, or antique vehicles only. The narrow exception: owners holding a pre-December 2021 grandfather letter from PennDOT may continue on-road operation. Pending bill HB 1205 (2025-2026 session) aims to restore broader on-road registration.
Rhode Island
RIRhode Island does not allow kei trucks to be registered for on-road use due to safety standard requirements.
South Carolina
SCSouth Carolina allows kei trucks on all public roads with no safety or emissions inspection requirements.
South Dakota
SDSouth Dakota permits kei trucks on public roads with no inspections or special restrictions.
Tennessee
